San Luis, Arizona — On Thursday, June 22nd, 2017, former Police Chief Craig Higgins announced his departure from the City of San Luis. The City of San Luis would like to thank Mr. Higgins for his service to the City and wish him all the best in his future endeavors.
City Manager Tadeo A. De La Hoya appointed Mr. Richard Jessup as Acting Chief of Police of the City of San Luis as of Monday, June 26th, 2017.
Acting Chief of Police Richard Jessup began his law enforcement career in 1982 in the state of California. He later transferred to the Yuma Police Department in 1983. Mr. Jessup also served the State of Arizona as a Highway Patrol Officer with the Arizona Department of Public Safety and has furthered his career at the San Luis Police Department where he has served as a Detective. Mr. Jessup serves as an Adjunct college professor at Glendale Community College where he teaches in the Administration of Justice Studies program. He also serves our community as an instructor at the Arizona Western College Law Enforcement Training Academy, where he teaches Cultural Diversity.
Mr. Richard Jessup has provided Shooter Response Training to the City of San Luis employees, and trainings in Active Shooter and Lockdown Procedures for the San Luis Middle School Administration and Staff. In addition, Mr. Jessup is a former scholar collegiate athlete in two sports, with a strong background in the game of basketball. He has also conducted nationwide student school assemblies to include our students at Southwest Junior High, San Luis Middle School, and Gadsden Elementary School. Throughout his presentations, he challenges students to set goals, develop character, and pursue higher education.
