The City of San Luis Department of Development Services continually strives to provide quality service and products regarding property information, land use, addressing, mapping, licensing, and ordinance administration.

We at the City of San Luis Department of Development Services welcome the opportunity to provide effective service to the citizens of the City of San Luis. We undertake successful planning programs, policies, and activities in order to promote change to the extent that it improves our quality of life in San Luis. Our advisory and administrative role is the means to improving our quality of life.

The Goal for all activities within the Department of Development Services is to provide high quality customer service to all of our customers, to communicate effectively with other Departments and outside agencies, and to maintain a professional working atmosphere at all times.

Planning & Zoning
A key role of the Department is to guide the orderly growth of the City while maintaining the private property rights of the citizens. We strive toward fairly and equitably upholding laws and consistently administering rules and regulations adopted by the City of San Luis Planning & Zoning Commission and the City Council. We pursue this mission of service to the taxpayers each day in accordance with the provisions contained in the City General Plan, Zoning Ordinance, and Subdivision Ordinance within the context of the Arizona Revised Statutes.

We constantly monitor, evaluate, measure, and review our performance from the perspective of our customers - the citizens. There is no substitute for direct citizen involvement in refining services and performance.

Building Safety
Our mission is to safeguard life, limb, health, property, and public welfare by inspecting building, structures and construction sites for compliance with local, state, and federal laws regulating and controlling construction, quality of materials, use and occupancy, location, and the maintenance of structures within the City of San Luis.

We also strive to maintain a comprehensive program to facilitate a more proactive role through code enforcement to establish clear policies and procedures which will resolve violations of the various code enforcement practices and procedures. We actively work to eliminate hazardous situations including trash and debris around homes and on empty lots.

Building Permit Technicians

As permit technicians for the City of San Luis, we perform technical work involving the processing of building permit applications, calculation of fees, issuance of permits, and the review of development plans for zoning compliance. We receive, log in, route, and track various permit applications which are received. We provide information and assistance to developers, contractors, homeowners, member of the public, and other public agencies at the counter, by telephone, and e-mail. We assist the public by processing the plans, forms, and permit applications for various land use activities such as zoning and subdivisions.

We review permit applications, plans, and specifications to make sure that all documents are in compliance with the appropriate codes, ordinances, and standards. We assist in the calculations of fees in accordance with the established fee schedules. We maintain records and lots of plans and applications submitted to the City of San Luis Department of Development Services.

We maintain permit forms and handout materials related to permit requirements and issuance. We respond to inquiries and provide information related to permit procedures, policies, and functions at the counter and over the telephone.

Licenses
The Licensing Division of the Department of Development Services handles applications for Business Licenses, Transportation Licenses, and Water Conversions. This division reviews the applications for compliance with City, State, and Federal regulations relating to these activities. Once approved by all applicable City Departments, the Licensing Division issues the license to the applicant.

The Business Licenses are reviewed by various City Departments prior to approval. The objective is to ensure that commercial activities are located in the appropriate zoning district and comply with various other City ordinances.

The Transportation Licenses are reviewed by the Police and Fire Departments prior to approval. The objective is to ensure that all vehicles used for public transportation are safe and meet all applicable safety requirements.

The Water Conversion contracts are a means to allow landowners to voluntarily and irrevocably convert their water from irrigation use to domestic use. Those landowners choosing to convert are relieved of future annual charges from the Yuma County Water Users Association. Conversions benefit the San Luis Area by increasing the amount of water available for domestic use.

Geographic Information Systems (GIS)

The mission of the GIS division is to be current with new technology related to mapping and infrastructure management for the City of San Luis. It is also important to extend available information about the mapping and infrastructure plans for the City of San Luis as it continues to grow.

Our objective is to provide prompt and accurate responses to requests for maps or information from both internal and external clients. This includes such activities as:

Maintain key data sets that the supporting information for the Police, Fire, Public Works, and Parks & Recreation Departments.

Operate as an internal service program to provide clients with data as well as standardized and customized maps and reports.

Consult with clients to assist them in developing their requests for GIS information.

Act as a liaison between the City and data partners that are external to the City

Engage in research and development to take advantage of improvements in GIS and data technology.
